New trace/via locking breaks drag

After 7042, I can't drag (shove) most of the traces in my board. Board attached - for a quick example of one to try, the track segment at (102mm, 53.25mm) cannot be dragged even though it is not set as locked.

Unfortunately, it is not fully fixed:

In demo interf_u.kicad_pcb, if you try to drag the 45 degrees small track segment @134.6x78 mm, you can drag the segment to the right (the obstacle at right side is pushed) but not to the left (the obstacle at left side is not pushed)

The segment @135.8x79.4 (the obstacle at the right) cannot be dragged to the left (the obstacles at left side cannot be pushed)

There are a few others small 45 degrees track segments which cannot be fully dragged: obstacles are not pushed.

Hi Jean-Pierre,

I can't reproduce this bug anymore, but there's been some work on the P&S code since August 2016, so I probably accidentally fixed it. Please reopen if you see this bug occur again.
