missing %LPD*% command in the gerber head

Bug Description

this applies to build number 6629.

if you export a gerberfile (in my case front silkscreen) the header is the following:

G04 #@! TF.FileFunction,Legend,Top*
%FSLAX46Y46*%
G04 Gerber Fmt 4.6, Leading zero omitted, Abs format (unit mm)*
G04 Created by KiCad (PCBNEW (2016-03-18 BZR 6629)-product) date So 10 Apr 2016 21:48:44 CEST*
%MOMM*%
G01*
G04 APERTURE LIST*
%ADD10C,0.100000*%

in my opinion it would be better to just set a %LPD*% ( command "level polarity dark") directly below the %MOMM% to make sure that the first aperture is drawn with the right polarity.

this is recommended by the gerber RS-274X standard and is also used like this by eagle 7.x and altium designer.
when using some gerber-panelization tools this may result in strange behaviour with the silkscreen like missing silkscreen after the first %LPC*% command.
