Bug Description

Disambiguation is not working if a track overlaps a footprint.
To reproduce: put footprints as on a picture (attached), hit M (move) near the anchor, where a track and footprint (but not it's pad) overlaps.
In the gal the disambiguation doesn't appear. In legacy it works ok.
