No solder mask unless there is something on the layer

Bug Description
There is no solder mask visible in the 3D Viewer unless there is at least something removing parts of the mask. This can be seen if you do the following:
1) Open up pcbnew
2) Create a random outline in the Edge.Cuts layer
3) Draw some tracks in the F.Cu layer
4) Open up 3D Viewer
Since the board has an F.Mask layer, I expect the whole board to be covered with solder mask, but it doesn't show up.
Adding anything to the mask layer, for example custom text or a normal pad, enables the mask.
