Bug Description
Rev 6464.
After reading the netlist into pcbnew GAL, whatever component is under the mouse at time of netlist reader dialog dismissal will invoke the "move" logic with the component being dragged.
Speculation: the click event from the dialog dismissal is not being properly consumed, that might be what is selecting this arbitrary component. How the state logic ends up in MOVE mode, is anyone's guess.

The pcbnew. InteractiveEdit tool had a behavior I wasn't aware of.
Fixed in git commit 896bd3945dd5deb 8f7231d561757bd 52eedb44a6/ bzr 6532.
