KiCAD provides no mechanism to remove parts from netlist but keep them in the BOM

Bug Description

Eeschema provides the '#' override to keep a graphical part (such as a power symbol) out of the rest of the design. However, this removes the part from both the netlist (layout) AND the Bill of Materials export. This is problematic when the time comes to keep track of mechanical parts, IC sockets, plug-in modules, battery holders, the PCB itself (yes), and other such miscellany that doesn't get wired into the netlist, but needs to be tracked for Bill of Materials purposes.

So, there needs to be a "no layout" flag in addition to the "graphical only" flag that our current '#' hack provides.
