"Remove redundant tracks" has been working 'on and off' recently. I've been running into this a lot in the board I'm currently working on - fired up the screen recorder this time to capture it. You can see my surprise when I start it, it's working again! I swear to god it wasn't when I launched simplescreenrecorder. In the video I re-route the track successfully a few times, then try undoing it all and routing again- this time it does fail. Then I close and re-open pcbnew and it works again (you can clearly see that I made no changes between doesn't-work and reopened-and-does-work).
