Specify netclass membership from eeschema

Bug Description

The ability to associate Net Classes from EESchema to PCBNew would be a great addition, especially if one person is doing schematic design and another is doing layout.

You can import the entire Netlist from Eeschema into Pcbnew.

Net *Classes* are more about spacing rules, and seem pretty specific to Pcbnew.

Or perhaps you mean Net Class *Membership* (ie: what nets belong to a particular class)? That way, for instance, the schematic designer could assign higher-voltage nets to a particular class?

Yes I'm pretty sure this means membership, and we do want this feature in the future. You should be able to drive net class membership (and I think also net class creation) from the schematic.

The workflow of a design engineer (who knows a lot about the design rules needed for a particular design) doing the schematic, and then passing to another engineer to do layout (who might not know as much about the circuits in question) is common enough that we should think about how we can support it better. Being able to create design rules before layout starts is one relevant feature.
