Feature Request: Allow modules to be places on inner layers

Bug Description

Sometimes I need to add a copper jumper to connect to separate ground zones (e.g quiet analog section and digital section). I create a component in EESchema to connect the two grounds, and the link it to a module that is essentially two pads with a trace in between. This works great when my ground planes are on an outer layer, but not so well when I need to place this splice on an inner layer. Right now I have to manually draw a trace connecting the two ground zones which is kind of hacky and causes DRC to fail.

My solution is create dummy part, then on the board, modify the part to which ever layer you needed. I think modify the part do not modify the footprint lib, but it just because a customized part on the board.
