pcbnew: track widths not 'active' after boardfile load

Bug Description
to replicate:
-create new board in pcbnew, set some custom track widths in the global design rules editor.
Now you can select these new widths to lay some tracks on the board.
- save the board
- close pcbnew
- start pcbnew, opening the saved file
The new track widths don't show up in the track width chooser box, but they are saved in the global design rules table.
I have to go to the design rules editor and press OK to 'activate' them so I can use them again.
Via settings have the same problem.
