Pcbnew GAL: Both front and back footprint references always shown

Bug Description

In GAL mode there is no way of displaying just the F.SilkS or B.SilkS layer footprints' references - both are shown even if the respective footprints are hidden. In default drawing mode checking/unchecking the Render option "Footprints Front"/"Footprints Back" does the work.

Thank you Tomasz for confirming the bug!
The problem seems to be related to the fact, that (unlike in default canvas) the pads, silkscreen etc. are not considered a part of the respective footprint. Please see attached screenshots for a better explanation.

Also while looking at this issue, there is one other inconsistency between default and OpenGL canvases:
In default canvas the footprint references and values are drawn using SilkS layer color. In OpenGL references as well as values are drawn in grey regardless of the color setting.

I think all the respective footprint texts rendering should be disabled when either "Footprints Front/Back" or the respective layer (e.g. F.SilkS) rendering option is unchecked.
