"Small drill marks" is too small for hand drill

Bug Description

When making PCB (File -> Plot dialog) using toner transfer method the small drill marks is too small and is especially difficult to drill with hand-drill. I added patch with few modification which allows to select bigger drill marks, currently 3/4 and 1/2 scale of orginal drill size.

Patch very bad designed and not acceptable:
It does not ensure the drill marks are usable.
They can be too big (for a drill diameter = 4 mm for instance) or too small.

If we get something like a technology settings file (see https://bugs.launchpad.net/kicad/+bug/961533 ), it might be worth an idea to define this there.

There's room under the "Drill marks" popup for a "Small drill size" text control....

After 4 years, this one still has only a single requestor.

This also hit me with DIY PCBs, it would be indeed nice to have a setting option for this.

Even though it's in Won't Fix now, i went ahead and started to implement this, see the attached patch, which was also sent to the mailing list.
