make microwave toolbar accessible from menu, unify behaviour

Bug Description
Currently the microwave toolbar is not accessible from the menu (might be importart if the toolbar on the left is too short) -> added it to the preferences menu (next to the layer manager enable/disable - that one is also in the toolbar on the left).
Improve behaviour: All tools in the right toolbar keep their state (choose track, it'll stay toggled until you are finished with adding tracks). The microwave toolbar didn't did this, thus violating the principle of visibility. Now it shows the current selected tool like all other tool icons.
