allow tracks and zones on not-connected pads for thermal sinks

Bug Description

Follow up wish from this report: https://bugs.launchpad.net/kicad/+bug/1188674 .

It would be nice if one can add a track / zone to a not-connected pad for thermal reasons.

For this the net-name information should not be stripped from the pad (but it can be set to invisible and the blue X can be displayed anyways. Allowing the creation of tracks might be toggleable like the "delete old track" option in pcbnew. And the DRC may get an option to report anything connected to such pads or keep silent about it.

Currently with r4173, one will need dummy parts connected to such pins to get a net and therefore the ability to add tracks and zones on it.

I think I can live with the "dummy" part idea. I think it is much better this way, and very clear for designer looking at the schematic tell it need a heat sink or not. And are these heat sink short together or not. Which make sure the layout guys did not misinterpreted it.
