Plotted a pdf/postscript file without "plot sheet reference on all layers" have wrong scale

When I'm trying to plot PCB to a pdf or postscript file without "Plot sheet reference on all layers" option I get wrong scale my PCB even when I select 1:1 scale ( for postscirpt ). Everything is fine when I select this option "Plot sheet reference on all layers".

Only Postscript and Gerber plots give accurate scale.
I do not have this issue with ps plot.
