Build: 4317

Pops up error message when netlist is loaded in CVPCB and PCBNEW. Components can be assigned in CVPCB. Fails to load netlist in PCBNew with error.

Occurs in both legacy and advanced netlist formats. Attached zip of project folder.
screentagleg = legacy netlist format
screentagadv = new netlist format
