Bug Description
In pcbnew, any text on copper layers seems to be completely ignored by the DRC mechanism.
How to reproduce: Open an existing PCB, select top/bottom copper layer, add some (large-sized) text that overlaps and shorts pads and tracks, run DRC -> no errors reported
