Several inconsistencies in footprint names

Bug Description
The names of the footprints in the Kicad library are not consistent. For example:
TQFP_64 -> probably should be TQFP64
TQFP_100 -> TQFP100
tssop-28 -> TSSOP28
TSSOP-48 -> TSSOP48
SOT23_6 -> SOT23-6
MSOP_8 -> MSOP8
HE10_** probably should contain '-' instead of '_'.
Also many footprints contain lowercase text.
Some components specify their default footprints by the common names, e.g. TQFP64, which exists as TQFP_64. Fixing these inconsistencies would be an improvement to the library, albeit a small one.
