rotate block only works with 90° steps

Bug Description
Rotate block only works with 90° steps, even if the settings in "General Settings" are set to 45° steps.
Steps to check:
1. Set rotation angle to 45°.
2. Select block with parts (and tracks, same outcome with each combination).
3. Rightclick -> "Rotate Block".
Outcome:
Block is rotated by 90° instead of 45°.
Additionally, using the hotkey for rotation does not work for selected blocks.
