Yes, the reference is correct. There's excess colon on line 211 in https://git.openstack.org/cgit/openstack/keystoneauth/tree/doc/source/authentication-plugins.rst

If you see docs (https://github.com/openstack/keystoneauth/blob/master/doc/source/authentication-plugins.rst#application-credentials), there's formatted block instead of link.
