Looks like an old version of keystone (keystone-manage token add); I'm guessing these packages are not updated for essex-4?
Regardless, with keystoneclient, you might try using 'keystone' instead of 'keystone-manage', or if you're using keystone essex-3, 'keystone-manage create_token'.
