keystone-manage rejecting config file flags

Bug Description

Running

bin/keystone-manage -c ~/etc/keystone.conf create_tenant --name TESTTENANT

or

bin/keystone-manage --config-file=/home/ayoung/etc/keystone.conf create_tenant --name TESTTENANT

Both fail. The -c option reports:
keystone-manage: error: argument command: invalid choice:

and the --config-file option reports

keystone-manage: error: unrecognized arguments: --config-file=/home/ayoung/etc/keystone.conf

Neither are reported as support in the -h message, but looking at the argument parsing code, it looks like both are supposed to be supported.

Assuming this is no longer applicable post-merge of the redux branch, which completely replaced the code in question; please re-open if I'm mistaken.
