Bug Description

Hi,

the release note belonging to https://bugs.launchpad.net/keystone/+bug/1794527 got a not (any more?) working link.

The spec is visible under train, not stein:
https://specs.openstack.org/openstack/keystone-specs/specs/keystone/train/explicit-domains-ids.html
