openstack: 'domain create --description An Example Domain example' is not an openstack command. See 'openstack --help'.

What version of python-openstackclient are you using? The latest version will default to including the domain command always. Older versions will include it when you set OS_IDENTITY_API_VERSION=3 as mentioned on the previous page:

If you set those environment variables does it work?
