I followed the Installation Guide for OpenStack on CentOS7. In my case the symbolic link has to be "ln -s /usr/share/
No special configuration changes where made in httpd.

It is more common on CentOS to add virtualhost files to conf.d rather than conf. I looked at the default httpd config on CentOS 7 and it includes the setting "IncludeOptional conf.d/*.conf" which should ensure that the keystone virtualhost is loaded from conf.d. Does your httpd.conf have either "Include conf.d/*.conf" or "IncludeOptional conf.d/*.conf"?
