Documentation is missing dependency for python-openstackclient

The main install guide suggests installing this package as a prerequisite: https://docs.openstack.org/install-guide/environment-packages-rdo.html#finalize-the-installation

As with https://bugs.launchpad.net/bugs/1754413, maybe adding a link back to the main install guide before the keystone-specific prerequisites would be helpful.

    Add prerequisite package note to Keystone install guide

    Added prerequisite package note and associated link to the main Install Guide
    to the Keystone install guide. This is to ensure commands further down the
    Keystone guide don't fail unexpectedly.
