Migration unit tests incorrectly failing for 'alter' in contract phase

The unit tests to ensure only the correct types of migrations occur at the given step (expand, migrate, contract), are flagging correct types as incorrect.

This appears to be a failure in the unit tests for this themselves, and at least for now appears to be specific to 'alter' in the contract phase, a phase where alter is meant to go.

Appears to have been fixed (potentially) or is now not failing for other reasons. Will keep an eye on it, but this is weird.
