Links go to wrong page: Install and configure in keystone

This bug affects several pages in the keystone install-guide for RDO and Ubuntu (but not OBS).

The order of pages should be:
- Install and configure
- Create a domain, projects, users, and roles
- Verify operation

The "Previous" and "Next" buttons at the top and bottom of these pages are linked in a way that skips the middle step "Create a domain, projects, users, and roles". After "Install and configure", the reader is taken directly to "Verify operation". The Previous/Next buttons on the middle page, "Create a domain, projects, users, and roles", link to the OBS pages (which, of course, is correct for OBS but wrong for RDO and Ubuntu).

There isn't really an OBS version of the middle page. The content of the middle page could be the same for all three distros, but the links still need to differ in order to provide a separate path for each distro.

    Copy specific distro pages for install guide

    This change breaks the get-started-identity, keystone-users,
    and keystone-openrc pages into multiple copies for each distribution
    release in the keystone install guides. Before this change, sphinx
    would not render the links correctly and these pages would be skipped
    in both the RDO and Ubuntu guides.

    To avoid unneccessary duplication of the same text, the files were
    moved into common/ and are simply included into the newly created
    files for each release.
