OpenStack Administrator Guides: missing index for murano, cinder & keystone page

These href's on https://docs.openstack.org/admin/ are generating directory listings instead of proper pages (missing index.html?):

Block Storage service (cinder) (/cinder/latest/admin/)
Identity service (keystone) (/keystone/latest/admin/)
Application Catalog service (murano) (/murano/latest/admin/)

Adding those projects, they need to add an index page so that linking works.

    be more accurate when checking for guide links

    Use URLs with index.html to explicitly look for content being
    published, not just an apache directory listing.

    Move admin_index.rst to index.rst

    The doc migration spec requires each sub directory
    to have an index page which could be directly
    referenced in the main openstack documentation under
    the topic specific pages, along with other projects.
