[api] add relationship links to all routes

Nearly all the "relationship" links are missing in v3 APIs

For instance, in: http://specs.openstack.org/openstack/keystone-specs/api/v3/identity-api-v3.html#list-user-s-roles-on-domain

We see: "Relationship: http://docs.openstack.org/api/openstack-identity/3/rel/domain_user_roles"

But in the new API refs: http://developer.openstack.org/api-ref/identity/v3/index.html?expanded=list-role-assignments-for-user-on-domain-detail#list-role-assignments-for-user-on-domain

There is no Relationship, this affects ALL v3 routes and v3 extensions.
