Missing doc for "list of roles assigned to a user for a tenant" on identity v2 API

Bug Description

Keystone has API for "list of roles assigned to a user for a tenant" - '/tenants/%s/users/%s/roles' % (tenant_id, user_id)

However, the api-site doesn't contain the API description.
So we need to write the API for API users.
