Keystone installation fails due to duplicate requirement in requirements.txt which was introduced by change ID I11f428bdc8395079ca65654eabbba33a1c8f305d

We have had 2 Routes in requirements.txt (one for python 2.7, the other for !python2.7) since Liberty (https://github.com/openstack/keystone/blob/stable/liberty/requirements.txt) What error are you seeing and how are you installing keystone? Maybe an old version of pip is to blame here?
