Logs must contain the request ID

The keystone log file doesn't have the request ID like the other projects. The log file should contain the request ID so that it's easier to debug.

Title says the request id mus be present, whereas the description only mentions they should be there so the debuging is easier. Which is true - we need request id to improve operators experience or we need it because it's a requirement in the OpenStack ecosystem?

The bug isn't fixed unless the request ID is being logged. I don't think OpenStack ecosystem has requirements.

    Build oslo.context RequestContext

    During the request, an oslo.context RequestContext is created.
    This allows the log to contain the request ID as set by the
    request_id middleware.
