currently requirements.txt have lines
pbr<2.0,>=0.11
keystonemiddleware>=1.5.0
while if you are using keystonemiddleware-1.6.1, which requires pbr<1.0, >=0.6, so only pbr-0.11.0 can be installed. But pbr-0.11.0 is NOT compatible with test-requirements.txt line:
python-ldap>=2.4;python_version=='2.7'
