Bug Description

As a result of a cross-project design session on the service catalog [1] at the OpenStack Liberty design summit in Vancouver, I wrote a commentary on a few key aspects of the service catalog that would certainly find a better home if disseminated into relevant docs:

Since the majority of keystone documentation has moved from openstack-manuals to the keystone project [0], we should be able to find an appropriate seem for this sort of content (the admin-guide jumps out as the best place to me).

Adding this to office-hours since I think this would be something the team can commit to in a single session.

Add conceptual overview of the service catalog

During the Liberty summit in Vancouver, there was a session on
the standardization of the service catalog:

      https://etherpad.openstack.org/p/service-catalog-cross-project-vancouver

As a result, Dolph put together a really good post condensing that
information for client developers as well as developers working
on integrating their services into the OpenStack ecosystem:

      https://blog.dolphm.com/openstack-keystone-service-catalog/

This commit massages some of the wording and proposes the guide as a
section of our own contributor documentation.
