versionutils.deprecated is used to mark callables as deprecated

https://github.com/openstack/keystone/blob/master/keystone/token/providers/common.py#L420 ~ #L423 intends to use versionutils.deprecated to deprecate the passing of `extras`, this is not the valid case versionutils.deprecated could be applied.
