Bug Description

Although we now make it clear in our documentation and code comments that we do not support an LDAP resources/assignment driver if the identity driver is not also LDAP (see: https://bugs.launchpad.net/keystone/+bug/1415169) - we should, in fact, also detect such a condition on startup and fail with a clear error message.

We've removed LDAP support for resource, which seems clear enough.
