Bug Description

The message reported when checking actors and targets says *both* parameters were provided, even if *none* were actually given:
'Specify a domain or project, not both'; 'Specify a user or group, not both'

    Fix error message on check on RoleV3

    The error message on validation of targets and
    actors was wrong. This patch fixes this.
