I was unable to recreate this. I installed Keystone successfully using the following guide:

http://docs.openstack.org/juno/install-guide/install/apt/content/keystone-install.html

Where you referencing a different set of directions?

Try to run the command with sudo (even for root user)
# sudo apt-get install keystone

To restart the service, also use sudo
# sudo service keystone restart

It works in my case.
