API spec describes the wrong behaviour to enable/disable projects considering a projects hierarhcy

Bug Description

The doc is missing the enable project behaviour (only allow to enable a project that has enabled parents) and contains a wrong behaviour at the disable projects part: https://github.com/openstack/keystone-specs/blob/master/api/v3/identity-api-v3.rst#update-project since we will be able to disable a project once its full subtree is disabled.
