Bug Description

Several keystone jobs have failed recently, in py26:

http://logs.openstack.org/78/111578/8/check/gate-keystone-python26/c8ae14c/console.html#_2014-08-27_01_03_03_950

Looks like the new python-subunit 0.0.20 fails to install.

This also failed for me locally:

$ .tox/py27/bin/pip install -U "python-subunit>=0.0.20"
Downloading/unpacking python-subunit>=0.0.20
...
copying and adjusting filters/subunit-tags -> build/scripts-2.7

error: file '/opt/stack/keystone/.tox/py27/build/python-subunit/filters/subunit2cvs' does not exist

So I think it's missing a file.
