add internal notification for endpoint

The bug https://review.openstack.org/#/c/87551/7/keystone/contrib/endpoint_filter/backends/catalog_sql.py need to add notification for endpoint. And I think we do not need a public notification.

    add internal delete notification for endpoint

    I think endpoint is not an important resource which other projects would
    pay close attention to. So I think an internal notification is enough.
