Keystone doesn't emit event notifications for domains

Bug Description

According to the Keystone event notifications blueprint ( ), Keystone should use oslo.notify to emit notifications for its major resources (user/project/domain/role/...). But, at the current moment, Keystone is notifying just operations over users and projects. This may affect the Cloud Providers that need to notify operations over other resources, for example: creating or deleting a domain.

Notifications are now emitted upon domain create, update and delete
