Bug Description

Identity api doc doesn't have query parameters for V3 GET auth/tokens and HEAD/tokens. Code has query parameters.

?belongsTo={tenant_id} is from v2 -- I don't believe it should be supported by v3.

We talked about renaming this to something much more explicit to indicate it's intention (such as ?scoped_to_project_id={project_id}, but nothing hard was ever proposed to the identity api doc.

If belongsTo is actually supported by the implementation today, I'd suggest marking this bug as Won't Fix, until a better solution is proposed to replace it... and document that instead.

this will not be added to v3, but it looks like the docs were updated: http://developer.openstack.org/api-ref-identity-v2-ext.html
