Bug Description
Once all the dependencies are installed the unit tests should not require internet access. This is currently broken in test/test_

Unit tests not needing internet access means they can be run offline, in isolated environments.
testing old versions of the client has a lot of benefit and is not a keystone only issue, and hopefully we can find a standardized place to do this kind of testing for all OpenStack projects that produce clients.
