unittests should not require internet access

Bug Description

Once all the dependencies are installed the unit tests should not require internet access. This is currently broken in test/test_keystoneclient.py where different versions of the client are git cloned.

Unit tests not needing internet access means they can be run offline, in isolated environments.

testing old versions of the client has a lot of benefit and is not a keystone only issue, and hopefully we can find a standardized place to do this kind of testing for all OpenStack projects that produce clients.
