Bug Description
We currently rely on the unittest modules TestResult objects for determining test results. Unfortunately, the ability to skip tests isn't available except in Python 2.7 or better.
We need to decide how we want to fix this:
- backport 2.7 code to allow natural skipping
- Update how we run / interpret test runs (not a favored option)
- some other means.
Writing this to document things / track the work.
