Our process is to create all of the bugs and then as someone performs the
work of producing a new kernel the title is changed to reflect the version
of the kernel. If a bug has "<version to be filled>" in it's title it
hasn't had it's git repo update, no uploads to the ppa done for it and it's
not in proposed.
