Thanks, there's a regression found on this kernel, but I used wrong machine to reproduce it so I thought it's false alarm.

According to the comments on bug 1860527 (e.g. https://bugs.launchpad.net/ubuntu/+source/linux-snapdragon/+bug/1860527/comments/5), the governor was changed intentionally and the missing sysfs file is not causing any loss of functionality. So I believe this release can be unblocked, setting 'certification-testing' to 'Fix Released'.
