There was disagreement on whether this packaging only build should release. Since the ESM date for Trusty seems to be April-19, it would be too late for normal release anyway. So we keep this in -proposed to have testing but will not release any further. That way we get some testing coverage for the packaging only changes and can include those in the next real ESM release.
