KUser gives no provision to "select" users

A user cannot be simply "selected" using kuser. ie. when clicked on it, it opens the properties for the user. If one intends to select multiple users, Ctrl+Click would open the properties window each time and on has to close the "User Properties" window for every click to get the user selected.

Hence, KUser should be so configured that it should not open "user properties" when Ctrl+Clicked

We will pick this up once KDE implements it, since we do not currently have the resources to implement this ourselves. There's no need for us to track this here, but thanks for reporting the wishlist item all the same.
